I was invited to give a paper at the annual conference of the Minnesota Planned Giving Council in November 2016 on "Why the Nonprofit Sector Should Care About Transfer Tax Reform." The precis is attached. Also the supporting text, of which pages 8 through 11 sketch out a theory that informs much of my tax policy analysis.

The timing turned out to be bit strange, as the conference occurred just a few days after the election, making the idea of transfer tax reform seem for the moment quaint.
